chinese-military2-in-lhasa-tibet-3-14-2008Dharamshala: -The Central Tibetan Administration (CTA), Saturday released the revised version of its White Paper on Tibetan self-immolations on the occasion of International Tibet Solidarity Day.

The White Paper titled 'Why Tibet is Burning.' explains the fundamental reasons behind the ongoing wave of self-immolations inside Tibet and the alarming escalation in the protests witnessed in the past few months.

"We issue this report to illuminate the deeper layers of the current crisis in Tibet. It is our hope it will motivate and assist members of the international community to urge the new leadership, led by Xi Jinping, to initiate wise new policies in regard to the Tibetan people," Sikyong Dr Lobsang Sangay stated in the foreword of the book.

"As we have repeatedly said, the blame for and the solution to the crisis in Tibet lies in the hands of the Chinese leadership,"Sikyong added.

Despite the Kashag's repeated appeals to the Tibetan people not to resort to drastic actions such as self-immolation, over 117 Tibetans have set themselves on fire in Tibet to protest against the continued occupation and repression of the Chinese government.

The self-immolators have called for the return of His Holiness the Dalai Lama to Tibet and freedom for Tibetans.

The research publication explaining the fundamental reasons behind the ongoing wave of self-immolations inside Tibet and the alarming escalation in the protests witnessed in the recent years, was first released on January 28, 2013 by The Tibet Policy Institute (TPI), a think-tank that functions as a research-oriented intellectual platform for the CTA.

The revised version is available in English, Chinese and Tibetan languages.

China's state-run television network CCTV, on May 16 aired a news feature blaming His Holiness the Dalai Lama and foreign media for encouraging a spate of self-immolations in Tibet.

The documentary claims that the self-immolation protests that had taken place in Tibet were guided by a manual written by Mr Lhamo Kyab.

The documentary also describes him as a two-term former member in the parliament and claims that he still has an important position in its "educational system."

The 'Chinese Government misrepresents personal writings on self-Immolations to lay blame on His Holiness the Dalai Lama and the Central Tibetan Administration,' Ms Dicki Chhoyang, Kalon or minister of the Department of Information & International Relations of CTA said in a statement issued on, March 7, 2013.

"Mr. Lhomo Kyab is a former member of the Tibetan Parliament in exile who now resides in France. He is neither part of the Central Tibetan Administration nor Private Office of His Holiness the Dalai Lama," she said.

His blog reflects his personal opinion. "Such writings are irresponsible and unnecessarily give excuses to the Chinese government to resort to the blame game and shirk its responsibility for the root causes leading to self-immolations," the minister said.
